CSV import handles non-ASCII names without mangling them

- Correct encoding on import — accented and non-Latin names come through intact.
- No more mojibake — names render the way applicants wrote them.
Why it matters
Garbling someone's name on import is a bad first impression and a data-quality headache. Handling encoding properly is basic respect for a global applicant pool.
